Allow an association of groups to available modules #13

Emmanuel asks:

Group <-> Module association - a Teacher should be able to associate a list of modules with a group, so that all users in that group can choose to include the symbols from those modules in their code. This is key for our rollout at Citizen Schools this Spring, unless we want to punt and delay until the fall.

I think this really belongs as a feature request rather than the bugtracker. Closing.
