Some method of defining 'groups'

Given its intended use as an educational software tool, it is important that WeScheme support at least rudimentary notions of classes or groups. This would require a new type of user, called either "teacher" or more generic "group leader". A user is given "group leader" privileges by an administrator, and is then able to create "groups," and create users that belong to those groups.

This feature would also require that a new settings page be created, which allows a group leader to manage their group settings.

This issue is stale at the moment; I'd rather take it out of the bugtracker and get it on our long-term list, since I can't do anything actionable with it right now. Agreed?
