missing: check-error and other critical cs019 primitives #54

check-within and check-error are missing from the implementation at the moment. We don't have user-accessible exception handling yet. There are others that I've listed in the https://github.com/dyoo/whalesong/blob/master/cs019/deviations.txt document.

I'll collect the list that we need to have by the time the students start hacking tour-guide.
