Reorganize the Rocket counters #32

Rocket Leader pokemon change over time. Update the page so the most recent ones are at the top. But also, add in groups for the different time frames of when the rocket leaders were available in the game.

Group #1: Oct 2019 - Nov 2019 Group #2: Dec 2019 - Jan 2020 Group #3: Feb 2020 -
