telegram chatbot pins file/scrape web to ipfs for some btc/eth #3

I'm not high, yet!

Here's short desc, you just pickup our bot at telegram, @pinbot, send him url, bot counts object to backup, you just get back price in btc/eth to pin it for defined time, 7d/45d/127days, pretty crazy.
