Migrate weeklies to the new repo #113

To completely migrate to the new repo https://github.com/dyweb/weekly, we need to

[x] move current content to the new repo,
[ ] finish #102, #105, #107, #108, #110, #112 in the new repo,
[x] begin the next weekly (57 for 2016/11/02) in the new repo.

我觉得我们可以采取新的周报形式，现在来看整理的成本太高了，比如在发周报的时候不 file 一个新的 comment，都是直接 append 第0个 comment，这样可以直接 copy，可以省略整理的过程。。或者就直接创建一个文件大家来 push

以前为了解决这个问题想和 @mrmiywj 写个 bot, 群聊时 @ 它投稿, 然后 bot 自动汇总整理...... 后来这个 bot 鸽了 (

append 第 0 个感觉不太好; push 的话稍微增加了投稿成本, 这里需要 @at15 这样勤奋投稿但是懒得 format 的用户意见.

整理的成本包括 reformat, 排顺序组织小标题, 选亮点. 如果降低要求, 只遍历所有 comment 合起来呢 (

不过这样似乎太散了...... 不知道怎么办 (

是，所以我觉得把这个成本让所有人做一个负载均衡会好一点

@gaocegege I think we can use a issue comment template like the following. (Attach the template to the issue so every one can copy and paste it since gh does not have issue comment template)

- tags: php, best-lang
- keywords: hybrid
- link: https://github.com/deuill/go-php
- comment: Use PHP with go
- cc: @ComMouse

(or maybe just use the yaml format) so the bot would be easier to implement

Also using a machine understandable language make it easier to do search and build an interactive gh-page for weekly, for search https://www.algolia.com/ seems to be a good solution.

整理写个程序做，然后人工来选下热点还是上点奇怪的算法？

@ComMouse 程序把 comments 合并了自动提交, 然后人工选热点配图发邮件什么的
