chore: draft release via GitHub action #106

Description

release a crate on each rust-x.x.x Github release.

had to commit _auto_generated folder to be able to publish crate
prettified yaml files while at it
added missing metadata in Cargo.toml
made build.rs more predictable, by sorting scanned dirs.
