Fix minor bug in wilayaProjection, upgrade packages and update .npmignore

Changes:

• Added .eslintignore and *.tgz to .npmignore
• Upgraded packages and remove deprecated fields from stryker config
• Fix a bug in wilayaProjection when passing an empty array, now it returns the data as it is (same as we treat undefined)
• Apply object-curly-spacing Eslint rule
