define place for english etc. attachments #1151

should english attachments be displayed in german and english view or only in english view? What about french, spanish etc. attachments? Should there be different procedures dependent on "original" or "translated" attachments?

also define english version of question details page. If there is no english original questionnaire but an english translation of the german questionnare, define: display no image of the question, display the german version (with or without a hint, some kind of watermark), display the translated english version (with or without hint) etc....

IMHO all attachments in all languages (more than english and german) should be available to all users. Example: There are questionnaires in english, german, croation,.. We do no know whether the attachment has originally been available in multiple language or it has been translated for our publication.

We can implement a client side filter for attachments on all details pages which would enable the user to pick only the attachments relevant to her/him.
