as a dataprovider I don't want to fill in scale level for variable metadata #2362

I guess we have a bit of training data now, given we have already categorized quite many variables manually, so we could try to use machine learning to predict the labels of the scale level. We'd need to discuss which kind of machine learning algorithms to use, what features of the data to use, and then I could try to set up a model.

I think this would be a great topic for an internship. I will deal with that in the next few weeks.
