As publisher I want to have an editor for tags

Currently we have limited options to harmonize tags. After an initial release tags are stored in the database and cannot be changed by a publisher. As the number of data packages increases, the management and harmonization of tags becomes increasingly complex. We already have an emerging "Kraut-und-Rüben"-Scenario with the exisiting tags:

Requirements (example from a tool for literature management):

1. Editor that is able to edit the tags for all data packages 2. Overview of all tags 3. Overview of tag assignment to data packages 4. Editing of single tags 5. merging of tags (e.g. h. education research --> higher education research)

The assignment to the datapackages should still be done in the data package editor.

Potential pitfalls

• we should be able to harmonize tags of released data packages, this is currently not possible. (idea for a workaround: commit in the tag editor induces automatic unrelease --> execution of commit on tags --> automatic re-release (same version).

If we implement ELLST as controlled voc. we don't need an editor. If LORD is granted, this issue could regain prominence.
