make set/unset commands for maintenance mode:
maintenance on:
remove bug report/react message
place a "maintenance mode" message in the channel
maintenance off:
remove maint. message
restore bug report/react message
optional/for discussion:
command invokes 15 minute timer and pings the user who issued the command so they can have higher confidence that no reports are in-progress when restarting bot.
