Member initiates dialog with bot my either react on specific message(s) or issuing command in any channel or bot DM

• command issued in guild is deleted
• react is removed if triggered by react
• periodic reaction clean
• DM initiated if DMs available or channel created
• intro dialog offers options like [encountered a bug, trouble with a player in-game, trouble with a member in discord, etc]
• depending on choice, shunt to advice or to appropriate command (e.g. bug report, contact mods, copypasta about sending DM to thathelpbot, etc.)
