The ReportDiscrepancyResponse message has no fields defined, not even a result tree. Therefore what is the semantical meaning of such an response? When I implicitly assume that such a response would mean "ok" or "accepted" even an invalid message e.g. caused by an invalid EVSEId will not be signaled back to the provider. I think adding at least the normal result XML tree would be useful.
