upload version on pypi, sln change amcess to amcess2024 in all

this is the version of amcess upload on pypi. the name amcess into .py and folder is change by amcess2024, also I replaced the .toml by setup.py.

is possible return to amcess name and toml?

Distribution Package Name = amces2024 Import-Package Name = amcess

We must keep INTERNALLY 'amcess' as name
