Switch to visit tracking and background fetch based on location config options #100

Current analysis:

VISIT tracking works great
background fetch does not work, but it doesn't matter because visit tracking does the job

Should really remove background fetch, which is completely useless and investigate remote push futher over the summer. Maybe as part of a move to ionic instead?
