Make the default timezone be configurable #329

The default timezone, used when:

there is no timezone available from the phone
the data is generated on the server

is America/Los_angeles. This made sense when all deployments were in the Bay Area. As the deployments spread, we should really make this be a configurable option. Not super urgent, but nice to have.
