sync adapter not invoked in older android versions #16

We should detect that the sync adapter service is not being launched properly and switch to a time based background invocation instead.

I have a couple of physical phones which exhibit this characteristic. Once I charge them again, I'll post specific versions so that you can test them out in the emulator as well. I will have the physical phones available on Tuesday for better confirmation.

A fairly easy solution might be to have a time based alarm wakeup instead of the sync adapter for these phones.
