I think this PR is ready to go, and sets us up for the collection round:

additional vehicles added, I will program beacons accordingly when they arrive
config text updated for smoother onboarding/cleaner join page
turned off "include test users" so the public dashboard in particular will be free of old survey responses and the test "fake" survey responses
updated version id so current users will be able to pull new config
