Custom laos labels #39

In order to better suit their context, the Laos team is moving forwards with having custom mode and purpose labels.

We are still deciding on the best translations for some of the keys, as well as finalizing the list of purposes.

I think this is all we plan to change for now, it sounds like the purposes could be updated next week.

The first section of the file probably needs the most review, as I guessed on the best base mode for each.

After some help configuring this testing path, I loaded data into a usaid-laos-ev opcode and the new modes are present in the label screen.
