Conditional surveys (https://github.com/e-mission/e-mission-phone/pull/1129)

if MODE of the first section is 'CAR' -> Gas Car Survey
if MODE of the first section is not 'CAR' and end location is not NREL Building 16 -> EV Roaming Survey
if MODE of the first section is not 'CAR' and end location is NREL Building 16 -> EV Return Survey

Configurable dashboard tab (changes not yet implemeted on e-mission-phone so not testable yet, https://github.com/e-mission/e-mission-docs/issues/1055)

Configure which sections of the dashboard to show (footprint, summary, engagement, and surveys)
No 'unlabeled' on carbon metrics (because of Bluetooth there will be no mode uncertainty)
Leaderboard for distance traveled using e_car (this will almost certainly change later)

Merging this since conditional surveys have been merged
