Exclude Providers with No Assigned City from Dashboard Search Panel, Display in Admin Statistics Instead #181

Modify dashboard search panel to exclude providers with no assigned city, while ensuring their visibility in admin panel statistics for an improved user experience.

Right now it works the other way around. For example, Hulaj is shown here:

But isn't in Admin's Dashboard
