In this issue I'm proposing the usage of Yeoman's webapp generator

It should create a good development path as it can:

Dependencies management using Bower
CSS Autoprefixing and minification.
Built-in preview server with BrowserSync (Auto-refresh the webapp to reflect modifications immedietly)
Automagically compile Sass with libsass
Automagically wire-up dependencies installed with Bower
