Main Changes
Add translations import page used to import existing translations into the dashboard.
These translations had previously been managed using google drive, but in the future will be managed via the dashboard instead. The import tool also includes retrieving previous translations and populating to the database for all languages

Update all existing translations
Modify translation db to allow for archiving translations (removing translated strings but retaining translations in case same string is added back in the future)
