user display name is not checked in admin area #5063

Bug Description

You are allowed to use special characters in the display name.

With sef-url for users then links to author in news are not working.
user/test.%26amp%3b%2f123%25 user/e107core%25%25%25

With legacy URLs for users there is not this problem.
