How to reproduce

  1. Go to signup (/signup.php)
  2. Click on the link in the text ("....read the legislation here...)
  3. Get 404 page

Expected behavior

To see the FAQs related to COPPA regulation The FTC appears to have updated their website as the FAQ page can now be found here: https://www.ftc.gov/business-guidance/resources/complying-coppa-frequently-asked-questions
