tourtip: UI gets cut off at small breakpoints #2277

I verified there's no existing issue for this bug.

Current behavior

The UI gets cut off and is partially off-screen.

Expected behavior

The UI should NOT get cut off and should get narrower on smaller screens.

Skin version

17.2.0

Device/OS/Browser info

It was observed in Chrome on Mac OS, but should be reproducible everywhere.

Steps to reproduce

1. view any UI with a tourtip
2. make the browser window narrower (`320px`)

Design needs to give us a min width for tooltips
