Toggle button: Add additional states #2315

Feature Request

Description

The toggle button has states for hover, pressed, and focus to improve it's discovery as an interactive element and provide more response to the users actions.

Context

Hovering over different button options for a shipping service when creating a listing
Pressing a button option to select a shoe size
Focusing on a button to select a category

@agliga , as far as I can tell, pressed and focus already exist. Do we just need hover? Did you create this issue with Randy? I can't tag DS folks for some reason. Did he have something else in mind?
