Draft State Definitions

Commonwealth Data

“Commonwealth Data” shall mean data created or received by Executive Department agencies. For purposes of this Order, Commonwealth Data does not include letters, email, text messages, voicemail or other forms of communication.

Executive Committee

“Data Management Executive Committee” (“DMEC”) shall mean the advisory committee chaired by the CCIO and comprised of representatives of each Executive Department Secretariat. The DMEC shall advise the CCIO in carrying out his or her duties under this Order, and governing the Commonwealth’s use of its Data.

Data Partnership Collective

“Data Partnership Collective” (“DPC”) shall mean the advisory group supporting the [relevant decision makers and governance groups] in carrying out their duties.

Open Data

“Open Data” shall mean all Commonwealth Data that is public records pursuant to Mass. General Laws ch. 6 s. 10, except where its agency custodian or the CCIO has reported to the DMO in writing prudential considerations making such data unsuitable for exposure on the web.

Protected Data

“Protected Data” means data (a) that is public record under Mass. General Laws ch. 6 s. 10, but with respect to which its agency custodian has reported to the DMO in writing prudential considerations making such data unsuitable for exposure on the web or (b) that is not public record under Mass. General Laws ch. 6 s. 10 or (c) is subject to restrictions on its use or distribution by law or the terms of grants or contracts.

Data Classification Process

"Data Classification Process" means the process to determine which data sets could be freely and openly published to the general public and which data sets must be securely protected. The Data Classification Process is intended to results with a decision about which Label(s) apply to data.

Data Classification Label

"Data Classification Label" means the formal designation of data as "Public Record", "Exempt Record", "Open Data" or "Protected Data".
