Access for everyone? #27

When you talk about access, is it really access for anyone, or is it access for researchers and policymakers? We have others, like Landwehr, talking about different types of controls for different people.

The answer is yes, it is really access for anyone ... anyone who has been granted authorized access by the person. The discussion of how PDS works, especially in the context of institutional controls tied to different roles and sets of user types, adequately addresses this question.

And I made it even more clear in the re-written scenarios section that the New Deal on Data is intended to apply to everyone. Further - to all of us in EACH of the relevant roles and contexts we hold with respect to personal data and Big Data... it is amply clear in the current version.
