As has been complained about in the Hafu lobbies by DumbDog etc., I have noticed in my own lobbies of similar size that the impostors/roles tend to reoccur very often in the same lobby. For example, today, the first two matches were the same two people as impostor (out of 12) and one of them had the same role as the previous game. I also noticed that I got Veteran repeatedly. There is still some randomness because it's not guaranteed, but in previous nights specific people tend to get impostor 50% of the time while others never get it.
Restarting the lobby fixes this and "resets" the biased role allocation, so that's what we do when it gets obnoxious. But from my own anecdotal experience I think there is some merit to the complaints that role RNG is not working as it should be.
