Add tag/category option for Agenda items #40

What do you think about adding a category or tag option to Agenda items? This information could be used to help increase transparency and accountability both in voting record and council action (thinking about different ways the available data could be crunched).

Yeah, I'm trying to decide if this should be a feature that a citizen extending the agenda with the API should build or if this should be an input the auditor's office fills out. I think the main thing is if they'd be willing to fill out the tags. What do you think @nixonoxin ?
