Need to be able to edit item numbers

In the new/edit item modals since it's being displayed in the preview, we'll need to allow them to edit this.

Some things to note about it...

It increments the item numbers by 1 by the last item number
If the last item number is a blank string it defaults to 1
If there hasn't been any items in the current year (its the first agenda of the year) it defaults to 1
If you put a dash in the number such as 6-X the number increments by the first number so the next would be 7

Other notes is this is slowing down the creation of items dramatically. I requested a fix for this from Aaron but he hasn't responded. The reason it's so slow is i pull the last 10 agendas and ALL the info, so that I can find the last item. I requested a call to grab just the last item.

Also, please note, all previous numbers are now gone as they were on a totally different system.
