Define Semantic Versioning #3

We are opting for a model based just on major and minor versioning. Major versioning would be incremented when a migration is required, minor versioning when it is not. Makes sense to drop the Patch number, because that is about a change in implementation. In a data model there is no implementation, everything is part of the interface
