Simplify builder/nature configuration routine #171

Currently, the algorithm for sorting the builders and natures is based on individual comparisons and a manually adjusted order, which makes it hard to understand what is going on.

This algorithm should be replaced by a topological sorting algorithm in the near future.

As can be seen in @4c1c3d6, I simplified the builder/nature management there.

Since the TGG part of eMoflon will be restrucutred, I did not touch this part.
