Users management not appearing in sidebar

I am logged in as admin/admin and my sidebar looks like this:

The documentation seems to imply that users should be present here. Am I missing something?

The only way I have been able to add users so far is to enter directly into the database.

Sorry, I now read in another thread that this is a premium issue.
