Incorrect Requires at least #31

The 'Required version (st: 3.0.0)' is incorrect, coming from 'WC Requires at least: 3.0.0'

WC Tested up to: 3.6.3

File smallpay.php in https://plugins.svn.wordpress.org/smallpay/tags/1.1.5/ had the info needed:

Plugin Name: SmallPay
Version: 1.1.5
Text Domain: smallpay

Required version (st: 3.0.0) is below 4.6 so a load_plugin_textdomain is needed.
