[19453] Regenerate types using Fast DDS-Gen v3.0.0 #206

Fast DDS-Gen fixes bitmask code generation according to XTypes v1.3. This PR also fixes Fast DDS Statistics Backend code to keep working with the regenerated bitmasks.
