Add nuclearsandwich as a maintainer and complete 0.3.0 release. #13

This PR replaces #4 and adds myself as a maintainer. Since I currently maintain the Fast-RTPS releases into ROS 2 co-maintaining this package would be very helpful to me as well.

If this PR is approved and merged and I am given write access to this repository I can tag the 0.3.0 release and do what is needed to release it into future ROS 2 releases.
