Point to upstream quality declaration and bump to level 2 #39

The foonathan_memory package has a quality declaration upstream as of https://github.com/eProsima/Fast-DDS/pull/1404.

That declaration puts it at quality level 2.

This PR removes the 3rd party quality declaration from this package and updates the vendor package to level 2.
