OpenCV along with many dependencies and configuration changes were added to the build. It successfully builds and can capture images using OpenCV
Many other dependencies/tools that will be needed were also added to the build configuration specifically:
v4l2
python3
uvc support
dynamic /dev support
Buildroot changes are in this commit. Configuration changes show all the necessary packages were added.
The start of the security software is here. It currently only captures an image.

OpenCV successfully builds along with many other dependencies. Below is the output of the build from the terminal
Raspberry Pi can capture images from webcam. Below is an image of the Pi I captured using the webcam (it is a bit low quality at the moment). Camera is also hot swap-able and appears in /dev (second image showing /dev devices)
