Bump chrome-launcher and backstopjs

Removes chrome-launcher. It's no longer used after updating ancestor dependency backstopjs. These dependencies need to be updated together.

Prior releases pinned backstop remote's config to <CWD>/backstop.js.

But now you can put this file anywhere with...

backstop remote --config=<path_to_your_config>

Default should fall back to <CWD>/backstop.js. If not -- please file a ticket.
