Pin esmvaltool to 2.4.0 #116

Until https://github.com/eWaterCycle/ewatercycle/issues/271 is fixed we should pin esmvaltool to 2.3.0 .

https://github.com/eWaterCycle/ewatercycle/issues/271 has been solved so no longer need to pin esmvaltool.
