Install global read-only conda environment #18

Pymt (#17 ) is easiest installed in a conda env so we need it on the Jupyter server.

Conda can be installed for multi user see https://docs.conda.io/projects/conda/en/latest/user-guide/configuration/admin-multi-user-install.html

This should be a Ansible role with a variable to configure the root.
