Host explorer on path #82

To have a VM which has a welcome page on / and the explorer on /explore and JupyterHub on /jupyter. The explorer website needs to be able be hosted on /explore. However the current version of the explorer (https://github.com/eWaterCycle/TerriaMap + https://github.com/eWaterCycle/terriajs) can only be run on /.

We should upgrade to latest release of terriajs, to try if latest version can hosted on /explore .

Current setup

/ with explorer using terriajs v8
/jupyer with jupyterhub

The welcome has been moved to https://github.com/eWaterCycle/TerriaMap/blob/ewatercycle-v8/lib/Views/GlobalDisclaimer.html
