Display notice/warning to IE users #120

there are still many IE users around (about 20%). but even with IE11, tamboti can not be used. therefore, i suggest to detect the browser and if it is IE to display a notice/warning to the user.

From the next version of Tamboti, all versions of IE, including IE 11, will be blocked; see 4a6476a.
