Change metadataPrefix from marcxml to marc21 in MST services in OAI requests and responses #276

This is related to Issues 275 that I posted recently.  I found a document that 
specifies that the prefix "marc21" be used for this schema:  
http://www.openarchives.org/OAI/2.0/guidelines-marcxml.htm  - it is unfortunate 
that they decided to use "marc21" to refer to this schema since this is not the 
official name of the schema given by the Library of Congress (hence our 
original decision to use the prefix marcxml instead of marc21 to keep it 
straight from the non-XML version of Marc21).  But since this is an official 
OAI recommendation we should follow it.

I suspect this is one of the causes of Issue 275.

Perhaps consider using prefix aliases so that could treat requests for either 
as the same when records are served.

looks like we're calling marc21 to be our custom schema and marcxml is the loc 
schema.  are we saying that marc21 should be the name of the loc schema?
