This should be a brand new OAI repository. Please redo the prior milestone (load data) and then add 2nd institutions. This will leave the prior repo up and running while this milestones addresses any issues related to running multiple institutions in an OAI Repo (consortia related issues).

http://xc.ilcso.uiuc.edu:9080/OAIToolkit/oai-request.do is the URL for 2 rather large CARLI institutions.
