-production flag in Importer does not work correctly

Issue body: The OAI IDs are not tracked in mysql for some reason (!). This has huge consequences. Therefore, for the time being, the "-production" flag should NOT be used.

This flag just plain doesn't work. I don't think it's been kept up to date. Get rid of it!
