OAI ID format, extra ":" #39

The current ids have an extra ":" see the example below.

oai:library.rochester.edu:URVoyager1:/bib0

Has been fixed, and now a sample XC OAI id would look like: 
oai:library.rochester.edu:URVoyager1/0

Would be incorporated in the next version(0.7) of the OAI Toolkit.

Incorporated in the 0.6.4 version of the OAI Toolkit.
